APEC財長會在港舉行期間 會展將設限飛區
Flying zone, fire services
Limits
The 24-hour patrol detail rests on one paywalled South China Morning Post report. The flying zone's exact hours were not published in the reports found, and no Civil Aviation Department notice could be retrieved. The temporary restricted zones described by the security secretary had not been detailed publicly as of October 18. The 3 km coverage area is a map estimate, and advice on routes is analysis.
Corrections

Wan Chai North is under a week of road and parking restrictions, a 3 km drone ban and round-the-clock patrols for the APEC finance ministers. The published measures are narrow; the unpublished ones may matter more.
For APEC Hong Kong visitors, Wan Chai’s first restrictions arrived on Friday, October 16, when the Transport Department closed Convention Avenue’s metered parking roads and set Lung King Street closures for 7 am to 10 am on October 20 and 21. The official notice is short. It does not name the meeting, but its dates match, and no other road notice for the area had appeared by Sunday.
The 2026 APEC Finance Ministers’ Meeting runs on Tuesday and Wednesday, October 20 and 21, at the Hong Kong Convention and Exhibition Centre, the first time the city has hosted it. China’s Ministry of Finance is the host and the Hong Kong government the organiser, and Chief Executive John Lee said on October 6 that Beijing was handling registration and accreditation of participants, according to RTHK. The main caveat for anyone planning a route: Secretary for Security Tang Ping-keung said on October 17 that traffic diversions and temporary restricted zones would be set up near the venue, but the detailed diversion maps had not appeared on the Transport Department site by Sunday, October 18.
What the Transport Department has published
The Transport Department notice, signed by Commissioner for Transport Winnie Tse Wing-yee, sets out three measures in Wan Chai North “to facilitate holding of an event.” The connecting roads of Convention Avenue leading to its metered spaces are closed to all vehicles from 10 am on October 16 until 11 pm on October 22, a window of almost seven days. Lung King Street, which runs along the waterfront side of the convention centre, closes to all vehicles from 7 am to 10 am daily on October 20 and 21.
All metered parking spaces on Convention Avenue opposite the Grand Hyatt are suspended from midnight on October 16 to 11 pm on October 22. The department says traffic signs will be posted on site. Drivers who normally park on Convention Avenue for exhibitions or harbourfront visits should assume those bays are gone for the week, and that the morning closures on Lung King Street will coincide with delegate arrivals.
Drone ban and patrols for APEC Hong Kong visitors
The Commissioner of Police will set up a temporary restricted flying zone extending 3 km out from the convention centre while the meeting is held, dotdotnews reported on October 17, citing police. Police warned that flying a small drone in a restricted zone without permission is an offence carrying a maximum penalty of a HK$100,000 fine and two years in prison, Wen Wei Po reported on October 18. A 3 km radius from the centre covers most of Wan Chai, Causeway Bay, Admiralty and parts of Central, plus the Tsim Sha Tsui waterfront across the harbour. Exact start and end times for the zone were not given in the reports, and a matching Civil Aviation Department notice could not be retrieved.
The South China Morning Post reported on October 16 that hundreds of officers would patrol Wan Chai around the clock from that day, around the venue and delegate hotels, as delegations began arriving. The China News Service’s Hong Kong arm reported on October 17 that the Fire Services Department had put special safety deployments in place. Tang, speaking on a radio programme, said most dignitaries were expected to fly in, but that leaders or senior officials could still pass through Hong Kong’s land crossings, so the government would not “let its guard down.”
A holiday weekend on top
Monday, October 19, is a general holiday in Hong Kong, the day following the Chung Yeung Festival, which fell on Sunday. That makes this a three-day weekend running straight into the meeting. Tang said on October 17 that the new Huanggang Port would likely exceed 100,000 crossings a day over the long weekend, against a design capacity of 200,000, according to dotdotnews. Chung Yeung also traditionally sends large crowds to cemeteries and hillsides, which pulls transport demand away from the harbourfront rather than toward it.
Analysis: the published restrictions are light by summit standards. A suspended row of parking meters and a three-hour morning closure on a waterfront road do not amount to a lockdown of Wan Chai North. The open question is what the “temporary restricted zones” Tang described will cover, and when; no pedestrian or footbridge arrangements had been announced for this meeting by October 18. Some reports, including dotdotnews and the Post, gave the dates as October 19 to 21; the government gives the ministers’ meeting itself as October 20 and 21.
For press and visitors, the practical reading is simple. Use the MTR to Wan Chai or Exhibition Centre stations rather than a car, leave drones at home anywhere between Causeway Bay, Central and Tsim Sha Tsui, and check the Transport Department notices page on Monday evening for any late diversion orders. Earlier TockHK coverage of the meeting itself is here.
The meeting lasts two days. The parking ban lasts seven, which says something about how long it takes to set up for a finance minister.
