Hong Kong will stage the Asia-Pacific Economic Cooperation Finance Ministers’ Meeting on October 20 and 21, the first time the annual meeting has been held in the city. Ministers are set to discuss the economic outlook, fiscal policy and digital infrastructure financing, but APEC works by consensus and its members’ commitments are voluntary.
Chief Executive John Lee gave the dates on October 6 and said the meeting is hosted by China’s Ministry of Finance and organized by the Hong Kong government. He said the ministry was handling registration and accreditation and would provide hotel, transport and reception services in line with APEC guidelines, with the Hong Kong government helping delegations register, according to the government’s Chinese transcript of his remarks before an Executive Council meeting.
Building on discussions at other APEC finance meetings, the topics Lee listed include the global and regional macroeconomic and financial situation, fiscal policies that support people’s livelihoods, financing for digital infrastructure, inclusive finance suited to local conditions, and exchanges among young finance professionals across APEC. Alongside the formal sessions, there will be a welcome dinner, seminars and visits, he said. Separately, the Hong Kong Monetary Authority presents its CargoX pilot program, covered by TockHK on October 6, as a way to widen trade finance for small and medium-sized enterprises.
What the provisional program shows
A provisional program that China’s Ministry of Finance presented to APEC senior finance officials in Chengdu in June set an in-person drafting session for October 19. On October 20 it scheduled a finance ministers’ retreat, whose theme was then still under discussion, a working lunch with the APEC Business Advisory Council and a formal session on the global and regional economic and financial outlook and priority topics. Ministers were to take up the remaining priority topics on the morning of October 21, before the chair of APEC’s Finance Ministers’ Process briefs the press on the main deliverables. The document named the Hong Kong Convention and Exhibition Centre as the venue and the Grand Hyatt Hong Kong as the designated hotel for heads of delegation. Its timetable called for a draft statement to be circulated to members in late August, followed by written comments and drafting sessions before the ministers meet.
What APEC can and cannot decide
APEC “operates on the basis of non-binding commitments, open dialogue and equal respect for the views of all participants,” the forum says. Unlike the World Trade Organization, it places no treaty obligations on its participants. Decisions are reached by consensus, and commitments are undertaken on a voluntary basis. Deputies and senior finance officials finalize deliverables in advance for ministers to endorse, according to APEC. The current framework, the Incheon Plan, was launched by APEC finance ministers in October 2025 to set direction from 2026 to 2030, and it supports “voluntary, flexible implementation tailored to each member economy’s circumstances.” Whatever ministers endorse in Hong Kong will not legally oblige any member economy to act.
Why Hong Kong has its own seat
Hong Kong has taken part in APEC since 1991 and continued as a separate and full member after 1997 under the name “Hong Kong, China,” the Trade and Industry Department says. It is one of APEC’s 21 member economies, and the department says trade with APEC member economies accounts for more than 80% of Hong Kong’s external trade.
China, APEC’s host for 2026, chose to hold the finance meeting in Hong Kong. The Central Government announced the decision on December 12, 2025, and Financial Secretary Paul Chan said then that hosting would help “deepen our collaboration with other APEC member economies.” A steering committee chaired by Secretary for Financial Services and the Treasury Christopher Hui, with senior representatives from 20 policy bureaus, departments and organizations, first met on January 23 to discuss the venue, accommodation, security arrangements and publicity.
What is not yet known
Lee did not say which ministers would attend, including when a reporter asked whether the US Treasury Secretary had confirmed. He did not describe the content of any statement. Under the provisional program, the main deliverables will be presented at the press briefing on October 21.
What comes next
The leaders’ summit follows in Shenzhen. China will hold the 33rd APEC Economic Leaders’ Meeting there on November 18 and 19, Xinhua reported on September 10 in an article on the central government’s website.
