Limits

HKEX reports more than 60 participants across distributor, fund-house and transfer-agent types, not transaction volume or active use of the new nominee layer. HKEX, FSTB and SFC are connected project participants; none independently establishes cost or speed gains. The China Daily report independently records the ceremony but repeats several official claims. Jack Ng's August discussion predates the launch; only its measurement framework is current.

HONG KONG, October 29, 2026: The HKEX fund platform pushed into the back-office side of the fund business on Wednesday, taking on the holding and administration of fund units alongside the instructions to buy and redeem them. Hong Kong Exchanges and Clearing said it had launched Platform and Nominee Services on its Integrated Fund Platform, adding master distribution and back-office functions to a service that began by publishing fund information and routing orders.

For participating distributors, including brokers, the change means client subscriptions and redemptions can now run through a shared business-to-business workflow, one used by firms rather than retail investors directly, that also supports nominee holding, payment and settlement cash flows, reconciliation and reporting. The Securities and Futures Commission said those distributor transactions became operational on October 28. The announcement establishes a working service, not yet its speed, savings or share of Hong Kong fund orders.

What the HKEX fund platform now holds

The distinction lies in what happens after an order is sent. The Fund Repository, launched in December 2024, gave investors a place to find information on SFC-authorized funds. The Order Routing Service, introduced in July 2025, gave distributors and transfer agents a standard channel for subscription and redemption messages. The new HKEX service adds the distribution, nominee and administrative work around those orders, including holding fund units or shares and streamlining the related cash and records.

That is the step the Financial Services and the Treasury Bureau’s original blueprint reserved for a business platform, distinct from an information portal and a communications hub. A distributor seeking to connect with fund houses could now use a common institutional route for more of the transaction lifecycle. Whether that replaces a particular firm’s existing bilateral arrangements depends on its participation and actual use.

Financial services secretary Christopher Hui described the launch at Wednesday’s ceremony as a more end-to-end digital fund-distribution workflow. His speech said the government would work with HKEX, the regulator and industry to ensure the platform delivers practical benefits, placing those benefits in the future tense. China Daily’s on-scene report recorded HKEX chief executive Bonnie Chan presenting wider choice and easier market access as the platform’s ambition. Those are aims, not audited results.

The number HKEX has not supplied

HKEX says the participant base has grown from 33 at the order-routing launch to more than 60 distributors, fund houses and transfer agents. The combined count shows onboarding across three types of institution. It does not reveal how many distributors have placed client orders through the new services, how many fund units they administer there, or how much of the market has moved from older channels.

Before the nominee layer launched, writer Jack Ng identified routed order volume and value, the time and cost of linking a distributor to a fund house, and the breadth of participating firms as tests of the platform’s effect. Wednesday’s announcements supplied no comparable performance figures. The SFC’s own statement said broad adoption would be needed for the system to reach its potential scale.

This is separate from Hong Kong’s recent approval of secondary trading in tokenized public funds. The HKEX fund platform is infrastructure for fund distribution and administration, not the venue or product in that approval. Its launch closes a functional gap in the original plan. The commercial test begins with what participating firms actually put through it.
