Limits
The Fire Services Department's 17:00 update says the blaze was largely, not fully, extinguished at 16:45. Its 930 figure covers self-evacuation to safe areas; HK01's more-than-800-by-boat figure and remaining workers were an interim report at about 15:45, not a final boat total. HK01 alone reports the hospitalized person's age, role and helicopter transport. Cause, exact fire location, employee condition and effects on trial operation remained unconfirmed at the evidence cutoff. Prior workplace incidents are not linked to this fire.

A fire at Hong Kong’s I·PARK1 waste-to-energy facility off Shek Kwu Chau prompted about 930 people to evacuate on Monday. One person who felt unwell was taken to hospital, and firefighters said the blaze was largely out by 4:45 p.m.
The fire started at 12:43 p.m. at the Integrated Waste Management Facilities Phase I on an artificial island and was upgraded to a No. 3 alarm at 1:24 p.m. According to the Fire Services Department’s 5 p.m. update, crews surrounded the fire at 3:47 p.m. and brought it under control at 4:18 p.m. They used five hose jets and five breathing-apparatus teams.
Workers leave by boat
The department said about 930 people moved themselves to places of safety. HK01 reported that the contractor arranged boats to take more than 800 workers to Cheung Chau and Tsuen Wan, while more than 100 were still awaiting a boat at about 3:45 p.m. Those boat figures describe the evacuation in progress, not a final count of people who left the island.
The official update said one person felt unwell and was sent to Pamela Youde Nethersole Eastern Hospital. HK01 reported that the patient was a 60-year-old male employee who became unwell while trying to fight the fire and was airlifted by helicopter. The department did not give his age, role or condition after admission.
Officials have not announced a cause or said which part of the plant burned. A worker told HK01 he heard a loud bang before seeing smoke, but that account does not establish that an explosion occurred or what started the fire.
What the fire means for the plant
I·PARK1 was being commissioned in stages. The Environmental Protection Department said in April that the first of three incineration modules began trial operation in December 2025 and the second began waste-incineration system testing in March. The department aimed to reach full operation this year, with a design capacity of 3,000 tonnes of municipal waste a day. It has not said whether Monday’s fire affected equipment in trial use, waste deliveries or that timetable.
The site has had unrelated workplace incidents. A contractor’s worker fell about eight metres through a floor opening in October 2025. In March 2026, a subcontractor’s worker was found unconscious at the facility and later died in hospital. Nothing reported so far links either incident to this fire.
The questions now are what burned, whether any systems were affected, whether testing or waste processing was interrupted, and when the department will report the cause. The condition of the hospitalized employee has not been publicly updated.
